Fertility Clinics in Ukraine

Ukraine has one of the world's most permissive fertility law frameworks. Commercial surrogacy is legal for heterosexual married couples where at least one partner is biologically related to the child — making it one of only a handful of countries globally where this is permitted. Anonymous egg and sperm donation is fully legal. Donor IVF cycles cost $2,000–$6,000 USD, placing Ukraine among the most affordable destinations in Europe for these treatments. Ukrainian law also permits single women to receive donor sperm IUI and IVF. Same-sex couples are not legally permitted to use surrogacy services. International patients from the UK, Ireland, Israel, Germany, and the USA were historically the largest patient groups before the 2022 invasion.

Ukraine was Europe's largest surrogacy destination prior to Russia's full-scale invasion in February 2022. Many clinics continue to operate, with several having relocated staff abroad or established satellite services in safer regions.
