Ireland's fertility sector entered a landmark new era with the Assisted Human Reproduction Act 2024 — long-awaited legislation that for the first time provides a comprehensive regulatory framework for IVF, donor conception, and related treatments. The Act established the Assisted Human Reproduction Regulatory Authority (AHRRA), which oversees clinic licensing, donor registers, and patient rights. Donor gametes are legal, and Ireland is moving toward identity-release (open-ID) donation, meaning donor-conceived children will have the right to access identifying information about their donors at age 18. Clinics are LGBTQ+ inclusive, and same-sex couples and single people can access all licensed treatments.
Ireland operates an entirely private fertility sector — there is no public funding for IVF cycles, though the government introduced a tax relief scheme allowing patients to claim back a portion of treatment costs. A standard IVF cycle typically costs between EUR 4,500 and EUR 7,000, with additional costs for medication (EUR 1,500–3,000), embryo freezing, and PGT-A. Egg donor age requirements run from 21 to 35, and sperm donor age from 18 to 40, aligned with the AHR Act's guidelines. Surrogacy is not yet fully regulated — a legislative framework for domestic altruistic surrogacy is still in development, though many Irish couples currently travel abroad for surrogacy arrangements. Dublin is the primary hub, with well-established clinics also operating in Cork and Galway.
