Surabaya, Indonesia's second-largest city, has a growing reproductive medicine sector serving East Java, while Bali's international hospital network — led by Bali Royal Hospital — caters to both Indonesian residents and the island's large expatriate population. All clinics must comply with the Ministry of Health's medically assisted reproductive technology guidelines and Majelis Ulama Indonesia (MUI) fatwas, which reinforce the married-couples-own-gametes restriction on religious grounds.
